In the ocean shipping system of international trade, the inspection and supervision of industrial products refers to a series of supervision and management activities carried out by relevant agencies. These activities include quality testing, safety assessment, and compliance review of industrial products imported and exported by sea, in accordance with national laws and regulations, industry standards, and international common rules. The purpose is to ensure that industrial products meet the requirements of quality, safety, and environmental protection, protect consumer rights, promote the fair and orderly development of international trade, and prevent risks caused by unqualified products entering the market.
Machinery and Equipment: Including various machine tools, construction machinery, electrical equipment, instruments, etc.
Metal Products: Such as steel, aluminum, copper and their products, hardware tools, metal structural parts, etc.
Plastic and Rubber Products: Products like plastic pipes, rubber tires, plastic films, etc.
Electronic Products: Computers, communication equipment, household appliances, electronic components, etc.
Building Materials: Materials used in construction projects, such as cement, glass, ceramic tiles, coatings, etc.
Performance Testing: Test the physical properties (such as strength, hardness, wear resistance) and chemical properties (such as corrosion resistance, oxidation resistance) of industrial products. For example, test the yield strength and tensile strength of steel to determine whether it meets the standards for construction steel.
Function Testing: For mechanical equipment and electronic products, check whether all functions are normal. For example, test the machining accuracy of machine tools and check whether the communication and photography functions of smartphones are intact.
Electrical Safety: Check whether the insulation performance, grounding protection, and anti-electric shock design of electronic products and electrical equipment meet safety standards, preventing accidents such as fires and electric shocks caused by electrical failures.
Mechanical Safety: Evaluate whether the protective devices (such as protective covers, safety doors) of mechanical equipment are complete and effective, and whether there are safety hazards such as pinching and entrapment in moving parts.
Chemical Safety: Detect the content of harmful substances (such as heavy metals, harmful chemical additives) in industrial products to ensure that it does not exceed the specified limits and avoid harm to human health and the environment.
Standard Compliance: Verify whether industrial products meet the standards of the importing country or international standards (such as the CE certification standard in the EU, the UL standard in the US) to ensure that products can smoothly enter the target market.
Certification Document Review: Check whether the enterprise has relevant certification certificates (such as ISO quality management system certification, product safety certification) and whether the certificates are within the validity period.
Packaging Inspection: Check whether the packaging of industrial products has good shockproof, moisture-proof, rust-proof, and other properties to ensure that the goods are not damaged during ocean shipping. For example, precision instruments need to use professional shockproof packaging, and metal products need to be rust-proofed.
Label Verification: Check whether the product packaging clearly marks information such as product name, model, specification, production date, manufacturer, and usage instructions. Imported products also need to have Chinese labels.
Inspection Declaration: Import and export enterprises submit an inspection application to the inspection and supervision agency before the goods are shipped or after they arrive at the port, and provide relevant materials such as trade contracts, invoices, packing lists, product quality certificates, and certification certificates at the same time.
Sampling: Inspection personnel draw representative samples from the entire batch of goods according to sampling standards. The sampling methods and quantities must strictly follow relevant specifications to ensure the accuracy of inspection results.
Inspection and Testing: Send the sampled products to a professional laboratory, and use various testing equipment and methods to test the quality, safety, and other indicators of industrial products; at the same time, conduct on-site inspections to check the packaging, labeling, and appearance quality of the goods.
Result Evaluation: Evaluate according to the test and inspection results against relevant standards and contract requirements. If the goods meet the requirements, issue a qualified inspection certificate; if not, issue an unqualified report and put forward handling opinions.
Handling and Release: Qualified products are allowed to be released and enter the market for circulation; for unqualified products, take measures such as technical rectification, return, or destruction according to the situation, and release them only after they meet the requirements.
