Maritime health quarantine refers to the sanitary inspection, disease monitoring, health treatment, and epidemic prevention measures implemented by national health quarantine authorities in accordance with regulations such as the Law of the People's Republic of China on Entry-Exit Health Quarantine. Its core purpose is to prevent the cross-border spread of infectious diseases (e.g., cholera, plague, COVID-19) through maritime channels, safeguarding public health and international trade order.
Ship Quarantine Declaration
Ships must submit documents such as the Maritime Health Declaration, Crew List, and Cargo Manifest to the port health quarantine authority in advance, reporting the health status of personnel and any epidemic situations on board.
On-site Ship Quarantine
Roadstead Quarantine: Ships from epidemic areas or with epidemic risks must be quarantined at the anchorage, prohibiting personnel from disembarking or embarking arbitrarily.
Concomitant Quarantine: For ships with good reputations, quarantine can be implemented during berthing to shorten customs clearance time.
Dock Quarantine: Under normal circumstances, on-board inspections are conducted at the dock, including the ship's sanitary conditions (kitchen, cabins, ballast water, etc.) and vector control (rats, mosquitoes, etc.).
