1. Definition and Core Value of Health Quarantine

Maritime health quarantine refers to the sanitary inspection, disease monitoring, health treatment, and epidemic prevention measures implemented by national health quarantine authorities in accordance with regulations such as the Law of the People's Republic of China on Entry-Exit Health Quarantine. Its core purpose is to prevent the cross-border spread of infectious diseases (e.g., cholera, plague, COVID-19) through maritime channels, safeguarding public health and international trade order.

2. Main Contents and Procedures of Maritime Health Quarantine

  1. Ship Quarantine Declaration

    • Ships must submit documents such as the Maritime Health Declaration, Crew List, and Cargo Manifest to the port health quarantine authority in advance, reporting the health status of personnel and any epidemic situations on board.

  2. On-site Ship Quarantine

    • Roadstead Quarantine: Ships from epidemic areas or with epidemic risks must be quarantined at the anchorage, prohibiting personnel from disembarking or embarking arbitrarily.

    • Concomitant Quarantine: For ships with good reputations, quarantine can be implemented during berthing to shorten customs clearance time.

    • Dock Quarantine: Under normal circumstances, on-board inspections are conducted at the dock, including the ship's sanitary conditions (kitchen, cabins, ballast water, etc.) and vector control (rats, mosquitoes, etc.).

  3. Personnel Health Management

    • Crew members and passengers must undergo temperature checks and symptom inquiries; nucleic acid testing or medical observation may be required when necessary. Infectious disease patients or close contacts will be isolated or detained for inspection.

  4. Quarantine of Goods and Items

    • Sanitary inspections are carried out on food, drinking water, animals, plants, and their products to prevent the carriage of pathogens or toxic/hazardous substances. Waste items and garbage must undergo health treatment (disinfection, pest control, etc.).

  5. Health Treatment Measures

    • If an epidemic or excessive vector organisms are found, the ship must be fumigated, disinfected, or deratted, and infected goods must be sealed or destroyed.

3. Regulations and Standards for Maritime Health Quarantine

  • Domestic Regulations: Law of the People's Republic of China on Entry-Exit Health Quarantine, Administrative Measures for Health Quarantine of International Voyage Ships, Guidelines for Vector Biocontrol on Ships, etc.

  • International Basis: World Health Organization (WHO) International Health Regulations (2005), which requires countries to establish port core capacities to prevent public health emergencies.

4. Risks and Responses in Health Quarantine

Risk TypeSpecific PerformanceQuarantine Response Measures
Infectious disease transmissionCrew members infected with COVID-19, dengue fever, etc.Isolate patients, trace close contacts, disinfect the ship
Invasive vector organismsShips carrying invasive mosquitoes, rats, etc.Implement pest control, monitor vector density
Drinking water contaminationShip drinking water polluted by pathogens or chemicalsSample testing, require water source replacement or disinfection
Non-compliant medical waste disposalOn-board medical waste not classified or disinfected as requiredSupervise compliant disposal, prohibit arbitrary discharge

5. Innovations in Health Quarantine in the Digital Era

  • Electronic Declaration System: Achieve electronic quarantine declaration through the "single window" platform to shorten customs clearance time.

  • Remote Quarantine Technology: Use drones, video surveillance, and other means for non-contact quarantine of ships, especially reducing personnel contact risks during epidemics.
