In ocean shipping trade, animal inspection and quarantine refers to a series of inspection, testing, and supervision measures implemented by professional inspection and quarantine agencies on animals and their products involved in the ocean shipping process, aiming to prevent the introduction and spread of animal infectious diseases, parasitic diseases, and other harmful organisms. Its purpose is to protect domestic animal health, ecological environmental safety, maintain the stability of animal husbandry production, and ensure the fairness and orderliness of international trade.

1. Objects of Inspection and Quarantine

  1. Live Animals: Including livestock such as cattle, sheep, and pigs, poultry such as chickens, ducks, and geese, as well as companion animals like pet cats and pet dogs.

  2. Animal Products: Such as fresh and frozen meat and its products, animal hides and hairs, animal-derived feeds, etc.

  3. Carriers and Related Items: Ships and containers loaded with animals or animal products, as well as feeds, bedding materials, waste, etc.

2. Core Contents of Inspection and Quarantine

(1) Epidemic Disease Inspection

Through clinical observation, laboratory testing, and other means, check whether animals are infected with legally quarantinable infectious diseases and parasitic diseases such as foot-and-mouth disease, avian influenza, and African swine fever. For example, conduct laboratory serological tests for brucellosis and tuberculosis on imported cattle.

(2) Hygiene Supervision

Supervise the feeding and transportation conditions of animals to ensure compliance with hygiene standards. Check whether the ventilation, temperature, and humidity control in the ship's cargo hold are appropriate, and whether the animal drinking water and feed are safe and hygienic.

(3) Packaging and Labeling Inspection

Check whether the packaging of animal products is sealed, intact, and has good anti-leakage and anti-pollution properties. The packaging should clearly indicate product name, origin, production date, shelf life, inspection and quarantine marks, and other information.

(4) Traceability Management

Verify the origin of animals and their products to ensure they come from non-epidemic areas and have valid quarantine certificates and relevant traceability records, enabling full traceability from breeding, processing to transportation.

3. Inspection and Quarantine Process

  1. Inspection Declaration: Before the shipment of animals and animal products, the consignor or agent submits an inspection application to the inspection and quarantine agency, providing materials such as trade contracts, invoices, origin quarantine certificates, and animal health certificates.

  2. On-site Inspection and Quarantine: Inspection and quarantine personnel board the ship to conduct clinical examinations on animals, observe their mental state, feeding and drinking conditions, and whether there are any abnormal symptoms; inspect the packaging, labeling, and storage conditions of animal products; and supervise the epidemic prevention and disinfection of the means of transport.

  3. Laboratory Testing: Collect samples such as animal blood, feces, and tissues, or extract animal products for laboratory testing to further diagnose the presence of diseases or harmful organisms.

  4. Isolation Quarantine: For animals requiring isolation observation, arrange them in designated isolation facilities for a certain period of isolation quarantine, and closely monitor the animals' health status during this period.

  5. Result Evaluation and Disposal: Evaluate the qualification of animals and animal products based on on-site inspection and laboratory test results. For qualified ones, issue inspection and quarantine certificates and allow entry or exit; for unqualified ones, carry out measures such as decontamination, return, or destruction according to the situation.
