Although roads to and from ports and airports remain normal for now, if the unrest continues to spread, it could affect the collection and distribution channels around ports such as the Port of Long Beach and the Port of Los Angeles, thereby interfering with container trucks entering and exiting the ports and impacting cargo transportation efficiency.
Risk of labor shortages: The Port of Los Angeles relies heavily on immigrant labor, including dockworkers and truck drivers. If law enforcement actions expand or trigger strike protests by related workers, it could exacerbate labor shortages, leading to reduced efficiency in cargo loading/unloading and transportation—similar to the 2022 labor negotiation crisis at West Coast ports.
Increase in logistics costs: Freight forwarders and trucking companies have activated emergency plans in response to the unrest, such as pre-planning detour routes and increasing night transportation shifts. These measures may cause a small rise in logistics costs, estimated at around 5%-10%.
Higher insurance premiums: Marine insurers have raised premium rates for cargo at the Port of Los Angeles by approximately 3%-5%, increasing both transportation costs and the burden on traders.
Adjustments to trade contracts: Some trade contracts have added "civil unrest force majeure clauses," allowing buyers to request delayed delivery or a shift in the port of destination. This will impact the operation and scheduling of ocean shipping.
Delays in customs inspections: California may pass legislation restricting ports from cooperating with federal law enforcement—such as detaining containers involved in immigration enforcement—which would cause delays in customs inspections and affect the smoothness of cargo clearance and ocean shipping processes.
